PROFESSIONAL EXPERIENCE

Ms. Reed joined ASM in 2010 after 32 years of federal service as an archaeologist and historic preservation specialist. Most recently she served as Wyoming BLM liaison to the Wyoming State Historic Preservation Officer where her duties included resolution of historic preservation issues between Wyoming BLM and Wyoming SHPO, negotiation of agreement documents for compliance with Section 106 of the National Historic Preservation Act, management of historic trails, and processing National Register nominations. She was one of four authors (2 BLM and 2 SHPO) of the current Wy BLM/Wy SHPO Protocol for Section 106 compliance.

Governor Matt Mead proclaimed September 2011 as Wyoming Archaeology Awareness Month during ceremony at the Capitol. Gov. Mead was joined during the proclamation signing by members of the Wyoming State Historic Preservation Office, the Office of the Wyoming State Archaeologist, the University of Wyoming, and members of the Wyoming Archaeological Society.

From 2004 through 2010 she represented the BLM Wy State Office in negotiation of all of the Section 106 agreement documents completed by BLM in Wyoming. She was co-creator, with the Wy SHPO, of a state-wide volunteer archaeological site stewardship program. In 2010 she received an award from the Wyoming State Historic Preservation Officer for outstanding performance and lasting contribution to historic preservation in Wyoming. In 2011 she received the Oregon-California Trails Association’s Distinguished Service Award for supporting recognition and effective management of historic trails.

Prior to her seven years with Wyoming BLM she worked in California as an archaeologist for both BLM and the US Forest Service and was a member of the committee that created the California Archaeological Site Stewardship Program. She received many awards for her service from both agencies. Judyth has extensive experience negotiating Section 106 Memoranda of Agreement and Programmatic Agreements on a wide variety of undertakings and is currently assisting with a programmatic agreement for a multi-state transmission line.
